EXPLANATORY NOTE/BACKGROUND INFORMATION: The Treasurer of General Synod is not presently numbered among those designated as Officers who act collectively from time to time as prescribed in section 19 of the Constitution of the General Synod. The Financial Management and Development Committee recommend that the Treasurer be designated as an Officer and the Council of the General Synod has approved this motion for presentation to the general Synod. The second part of the motion would include in the Constitution the provisions respecting the appointment and responsibilities of the Treasurer that are presently found in section 1 of Canon VI - Financial Management.
