Subject: Cultivating a Just Peace…True SecurityMoved By: Bishop Sue Moxley, from the Diocese of Nova Scotia Seconded By: Garth Bulmer, from the Diocese of Ottawa Note: The mover and the seconder must be members of the General Synod and be present in the House when the resolution is before the synod for debate. BE IT RESOLVED: That this General Synod:1. Endorse the KAIROS led Just Peace…True Security Postcard Campaign that calls on Canada to commit itself to pursuing an Agenda for Just Peace, which will: Respect Human Rights: Ensure that the civil , political, economic, social and cultural rights enshrined in the Universal Declaration of Human Rights and its corresponding covenants are indivisible, universal and legally enforceable, and take precedence over trade and investment agreements. Nurture Social Security: Reorient security spending towards social security, equitable economic development, environmental protection and protection of civil liberties. Control Arms Exports: Place additional national controls on arms exports and promote an international treaty to prevent arms transfers to governments that show a pattern of persistent human rights violations. Increase Aid: Increase Official Development Assistance to 0.7% of GNP within the next 5 years, respecting the rights of peoples to determine their own development goals. Cancel the Debt: Immediately and Unconditionally cancel 100% of the bilateral and multilateral debts of all low-income countries, reject structural adjustment conditionality, and cancel the illegitimate debt of all developing countries. 2. Ask the General Secretary to convey these concerns by letter to the Prime Minister by June 30th, 2004. EXPLANATORY NOTE/BACKGROUND INFORMATION: “Cultivating Just Peace” proposes an alternative vision, long promoted by the churches, in which universal respect for human rights and freedom from fear and want are seen as the path to 'true' security. For over thirty years, the Canadian churches have been strong advocates for human security, based on freedom from fear and want. Through human rights instruments and global agreements, the global community has made some progress in creating true security. But now this progress is under serious threat both at home and abroad. The points in the Agenda for Just Peace–respect human rights, nurture social security, control arms exports, increase aid, and cancel debt–are all concrete steps that our government can take to advance true security and just peace. Both the Anglican Church of Canada and PWRDF are members of KAIROS: Canadian Ecumenical Justice Initiatives - a partnership of eleven Canadian churches and church agencies committed to faithful action for justice and peace. The work of KAIROS focuses on: Aboriginal rights, Canadian social development, ecological justice, global economic justice, global partnerships, and international human rights. KAIROS takes on a focused campaign and action every year, drawing on issues of concern highlighted by the local network, the churches, and global and Canadian partners. KAIROS includes a network of 100 local ecumenical groups, and many supporting local churches and community groups.
